On the above date at approximately 1614 hrs. while inmate Blake, E 15R2781 was being processed after being received as a parole violator, he became disruptive in the hallway.  A Correction Officer ordered the inmate to cease his behavior and directed the inmate to another location by pointing in that direction.  The inmate suddenly lunged at the Officer, bit down on the Officer’s right hand, and refused to release his bite.  The Officer struck the inmate to the body with his left hand and ordered the inmate to release his hand.  The inmate refused the order and the Officer struck the inmate several times in an attempt to get the inmate to release him.  While attempting to break free, the inmate and Officer fell to the ground.  A responding Sergeant struck the inmate with one (1) application of OC Pepper Spray which had the desired effect and the inmate released his bite.  Responding Officers used body holds to restrain the inmate as he attempted to get up from the floor.  During the struggle to restrain the inmate, an Officer was struck in the face and kicked to the knee by the inmate.  Once the inmate was placed in mechanical restraints, he became compliant and all force ceased.
As the inmate was being interviewed by a Sergeant upon admittance to the Special Housing unit, he suddenly stood up from his chair and lunged at the Sergeant. The inmate proceeded to spit at the Sgt, striking him in the face.  The Sgt applied OC pepper spray, striking the inmate in the face in order to gain compliance.  The inmate continued his advance towards the Sgt.  Two Correction Officers used body holds to force the inmate to the ground.  The inmate continued to resist.  A third Officer used body holds to assist with restraining the inmate.  The inmate finally became compliant and was escorted to an area to be examined by medical staff.
After the examination was completed, the inmate laid down on the floor and became unresponsive to staff.  A medical response arrived and the inmate was examined.  A determination to use Narcan was made with no desired effect.  The inmate was taken to outside hospital for treatment and was released.
The initial Officer was transported to an outside hospital to be treated for deep, bleeding bites to his hand.  Another Officer was transported to an outside hospital for a knee injury.  Two members were deemed to have significant blood exposure due to this incident.
Inmate Blake 15R2781 was released from prison after being paroled on an attempted criminal possession of a controlled substance charge.  He violated his parole and was returning to the system when the incident occurred.
