Inmate was being escorted back to the block from the messhall for unauthorized use of the messhall phones by officer. Once in the block, officer ordered inmate on the wall for a routine pat frisk. As officer removed items from inmates back pocket and handed them to another officer to be frisked, inmate struck officer in the head with his right elbow. Inmate then spun around and grabbed officer by the throat, Officer was dazed and fell to the floor. Another officer heard the commotion and called a level 2 response via PAS. Officers used body holds to force inmate to the floor and apply mechanical restraints.
