On November 28, 2018 during the morning chow run an I/M attempted to exit the dining room with his feed up tray. The I/M was given a direct order by the area Sgt. To throw his tray away , he refused and became argumentative. The I/M was then ordered to place his hands on the wall for a pat-frisk. I/M refused and became combative, punching the Sgt. in the chin with a closed fist. The Sgt. Was able to step to avoid any more strikes from the I/M. The Sgt. Administered one application of OC spray to the I/M’s face. The I/M blocked the spray with his arms and continued to swing his arms and fist’s aggressively towards the Sgt. A second application was administered, to the face area and had the desired effect. The I/M fell to the floor and was still non-compliant while being restrained. An Officer grabbed the I/M ‘s wrists and forced them behind his back, applying mechanical restraints. At that time. The I/M became compliant and all force ceased. The Sgt. was seen by medical and remained on duty.
