Inmate in Step Down Program refused directions to come out of cell after making statements of self harm.  Officers opened hatch and ordered the inmate to place his hands out of hatch so that mechanical restraints can be applied so inmate could be escorted to be seen by OMH staff.  Inmate threw a cup of unknown liquid from 8 oz. styrofoam cup striking an Officer in the head, face and upper torso.  Due to inability to secure feed up hatch, inmate was able to open foot hatch of cell and propel a second 8 oz. styrofoam cup with a lid on it filled with an unknown liquid from the lower hatch at responding Officers. That cup missed all staff and struck the wall opposite of the cell door. As officers were attempting to close the hatches, the inmate threw a third cup of unknown liquid in a 8 oz. Styrofoam cup at staff, striking an Officer in the face and back and a second Officer in the head and back. Inmate was extracted from his cell.
