Prior to escorting I/M to medical for chest pains, mechanical restraints were being applied to the I/M who turned suddenly and kicked the CO in the left hip area. CO administered one application of OC spray to the face. I/M fell to the ground in the cell but didn’t comply with direction. CO administered one more application to the I/M, who at that time complied with direction.
